How FG Should Fight Insecurity — Security Experts

Security experts have tasked President Muhammadu Buhari on the usage of drones and effective mapping system to fight insecurity, especially at the border areas.
Surveyors under the auspices of the Nigerian Institution of Surveyors (NIS) and seasoned security experts, including Ade Abolurin, retired commandant-general, Nigeria Security and Civil Defence Corps gave the advise.
The league of experts attended a symposium on security challenges organised by the Nigerian Institution of Surveyors, (NIS), Ogun State branch in honour of its former chairman, Adefemi Sanyaolu in Abeokuta on Thursday.
He noted that insecurity and insurgency could only be fought effectively with updated mapping system and the use of drones as surveillance.
Speaking on the topic: “Challenges in Defending Nigerian Territory Without Updated Maps”, Ade Abolurin, disclosed that increasing challenges arose from the porosity of Nigerian borders .
He called for urgent and improved collaboration between armed forces and office of surveyor-general on updated mapping system against insurgency.

Google’s Practise Of Making Out-Of-Print Books Accessible Online Is Legal After all

U.S 2nd Circuit Court of Appeals in New York yesterday, noted that, making out-of-print books (books no longer available from a publisher) accessible online is legal. This was made known when the Authors Guild and some other writers made cases on that front, claiming Internet giant Google, a company known for such practise in Google Books infringed on intellectual content laws.
Google Books over the years has repeatedly angered authors, publishers and even rival firms. This year, a copyright violation claim case was laid to the said Appeals court, which if won by the authors would cost the search company billions of dollars in damages, but yet again the claim was apparently rejected, with the legal establishment’s presiding Judge Denny Chin saying, Google’s public service of making such books accessible online definitely falls under “fair use,” making it not to advance beyond acceptable limits on laws covering intellectual property.
Following the decision made by the tribunal, favouring the search firm, it’s spokesman Aaron Stein said “this serves to underline what people who use the service tell us: Google Books gives them a useful and easy way to find books they want to read and buy, while at the same time benefiting copyright holders.”
It’s also worthy to note that just last year, the Authors Guild saw a close scanning books case against schools rejected by the Appeals Court in U.S.

President Muhammadu Buhari Defends December Deadline In Al Jazeera Interview

President Muhammadu Buhari

Nigeria’s President, Muhammadu Buhari, was interviewed on Al Jazeera last night on the program “Up Front”and talked about the recent terror attacks as well as his administration’s efforts to quell terrorism.
Terror attacks in the past week in North Eastern Nigeria have drawn focus on the President’s promise to end terrorism before the end of the year.
Mehdi Hasan asked President Buhari if the three month deadline handed to service chiefs was unrealistic. President Buhari answered, “when I gave the service chiefs a target of the end of December, it’s because I’m physically on the ground”.
He cited the organisation of the Multi regional joint task force to push and said it will lead to a “spontaneous move against Boko Haram in their area of operation”
President Buhari insisted that “on the ground, physically, things are getting better”. He cited the training and retraining of troops.
1,000 people have been killed in Boko Haram attacks since President Buhari took power in May 29. Asked if he would resign if Boko Haram isn’t defeated by December, he said “I’ll be determined to stay and fight it out”
He also spoke on the possibility of negotiating for the release of the Chibok girls and did not rule out the exchange of prisoners or money to get the girls back.
He was quizzed on the allegations of humans rights abuses trailing the Nigerian army as well as his administration’s failure to prosecute the people named in the Amnesty International report. President Buhari insisted he had not received any report and promised “If I get that report, I will take action”

Two Indian Girls Aged 5 And 2 Raped In Delhi

India has witnessed some of the most shocking rape incidents in the world in the past two years and despite the best efforts of authorities, the incident of rape doesn’t seem to be on the decline.
Police in India have reported that two girls, aged 5 and 2 were raped in India’s capital city, Delhi, in two separate incidents.
Three men are being questioned in connection to the incident. India had over 30,000 reported incidents of rape in 2014 alone and just last week, a four year old girl was raped, slashed and abandoned at a railway track.
Stringent rape laws have done little to end the rape culture in a country that is fast becoming a rape capital of the world.

“It is important to point out that the idea of where a person appointed into government comes from is meant to divert attention.”

Nigeria's Telecoms To Increase To $42 billion

Telecoms investment to reach $42bn
NCC
Nigeria’s telecoms investment profile is poised to increase to $42 billion in the next four years as the Nigerian Communications Commission continues to woo foreign investors to the country’s broadband sector, New Telegraph has learnt. This was the highlight of a critical Nigeria Day session held with existing and potential investors by the Nigerian Communications Commission (NCC) at the on-going International Telecommunication Union (ITU) Telecom World 2015 at Budapest, Hungary.
With over $32 billion investment already recorded in the sector, government officials say that Nigeria’s telecoms industry provides huge investment opportunities for local and particularly foreign investors with adequate protection for their investments. Broadband has been identified as the next growth frontier for Nigeria’s telecoms market, currently rated as the fastestgrowing in the world.
Already, both Chinese and European telecoms investors are coming to Nigeria for the purpose of participating in the next phase of telecoms investment in the country, according to the Secretary General of ITU, Mr. Houlin Zhao, in his remarks at the Nigeria Day event. “Nigeria and other African nations today are not looking for charity; they are looking for partnership and investment opportunities to grow their telecoms sector.
“Chinese and European companies are coming to Nigeria, as my discussions recently with some investors have indicated. I would encourage Nigeria to work harder to lure these potential investors into your country, which is the largest African country. ITU can also be of assistance to you in facilitatin this partnership with foreign investors,” he said. Zhao also noted that the fact that Nigeria is now championing 4G broadband when most developed countries still grapple with 2G is an indication of penchant for increased investment inflow by the country’s regulator. He noted that Nigeria is rich in talents and expertise. Speaking earlier, the Executive Chairman of NCC, Prof. Umar Danbatta, said that with over 150 million subscribers, over 107 per cent teledensity, over 90 million Internet users and an increase in telecoms investment from $50 million to $32 billion between 2001 and 2015, “getting more investment into the industry is a very vital area for the industry.”

The Satellite Link That Promises To Improve Nigeria’s Computer Literacy

As far back as 2006 Nigeria had started getting increasingly worried about how modern services could be taken to rural and remotest areas of the country that have no commercial attraction for service providers.
Besides telecommunications, which the country as at then discovered to be a money spinner and obviously strong economic booster, e-learning was also part of the services that needed to be transported to rural areas, particularly as this would improve the country’s computer literacy level.
Accordingly, government later that year created a Universal Services Provision Fund, USPF, which duty was to facilitate the achievement of national policy goals for universal access and universal service information and communication technologies (ICTs) in rural, unserved and underserved areas of Nigeria.
However, even with that, total connection or coverage of the country was still far off. For instance, the USPF, recently did a study of the unconnected rural Nigeria, after dividing the country across 207 clusters from the six geo-political zones and discovered that an estimated 36.8million people living in those clusters are cut off from whatever transformation technology has brought to their urban counterparts.

Babatunde Fashola at ministerial screening on Wednesday, October 14, 2015

The Nigerian Senate has confirmed former Lagos State Governor, Babatunde Fashola as a Minister of the Federal Republic of Nigeria.
Fashola was confirmed today, October 14, 2015, after being screened by the upper legislative chamber.
Also confirmed as ministers are All Progressives Congress (APC) spokesperson, Lai Mohammed, former Ekiti State Governor, Kayode Fayemi and Senator Chris Ngige among others.
The Senate was however unable to screen former Rivers State Governor, Rotimi Amaechi who was scheduled to be interviewed today.
Amaechi couldn’t be screened due to the inability of the Senate Committee on Ethics, Privileges and Public Petitions to submit its report on the petition against him.
The former governor’s nomination was challenged by three Senators from his state who cited the allegations of corruption levelled against him.
The committee however decided that the charges couldn’t serve as grounds to prevent Amaechi’s confirmation as minister as the case was still pending in court.
