ENTERTAINMENT NEWS:- Nollywood Actress Rita Dominic wins at Kalasha Awards


Barely a week after she was named most stylish actress at the FAB awards in Lagos, Nigeria, Africa’s screen Siren Rita Dominic was yet again announced a big winner at the fourth edition of the KALASHA film and Television awards on Saturday December 8, 2012. 
The University of Port Harcourt graduate of Theatre Arts emerged Best Actress for her performance in the Kenyan film “Shattered”.

 
“I dedicate this award to God for his mercies, the media for their immense support, my team for their continuous sustenance, and making me believe that the sky is just a starting point.  A special thanks to my Kenyan friends for voting for me and to the Kenyan Film Commission for this award ” she stated from her base in Lagos, Nigeria.
After a brief hiatus from the film industry, Miss Dominic returned to the silver screen this year, and has clearly had a good year. In April, she went home with an AMAA for Best Actress in a leading role for “Shattered”.   In October she premiered THE MEETING, her first outing as co-producer.  Since hitting cinemas late November, the film has been described as one of the best movies of 2012 by critics and pundits.  “It keeps getting better and better, The Audrey Silva Company is dedicated to cementing its place as a first class production company, and we look forward to an even better 2013.” She concludes.

46 Prisoners Sets Free from Ikoyi Prison By Lagos Chief Judge


The Lagos State Chief Judge , Justice Ayotunde Phillips, yesterday Tuesday December 11th released a 75-year-old man including 46 prisoners,from the Ikoyi Prison in Lagos during her visit to the prison.

Justice Ayotunde Phillips released 233 prisoners just four months ago after reviewing their cases during a visit to the prison in September. She said the gesture was aimed at de-congesting the prison in order to alleviate the sufferings of the inmates.

The killings - shocking, barbaric and reminiscent of a mafia-styled gangland bloodletting -  crime was allegedly perpetrated by a combine team of the State Security Service (SSS) operatives and a Nigeria Police squad.

The killing which was a culmination of a well-laid plan started on March 24, when three anonymous white men came to Mbente Village in Nkari clan, Ini Local Government Area of Akwa Ibom State, the village where the decased, Emmanuel and Joseph, lived. They (white men) came in the company of one of one Benjamin Christopher Akpan Otu from Ifa village of the same clan. The three white men allegedly came on a courtesy visit, inviting youth leaders of the clan to come for a meeting concerning a dam that is to be constructed on their land.


Joseph Akpabio, one of the youth leaders, invited people in the village to welcome the visitors. The visitors requested for a formal meeting the next day. The youths had no idea that Benjamin, whom they consider a friend and who escorted the white men was a bait and that the other men in the white men’s entourage were actually SSS operatives. The next day’s rendezvous was fixed at Ikot Ekpene, which is about one hour drive from Nkari clan.


Benjamin, further suggested to Joseph that the meeting should be in his wife’s house at Ikot Ekpene. Joseph unwittingly accepted. The “Judas” went ahead by calling the Akpabio elder brother, Charles, a sailor who resided in Calabar, and informed him of the meeting. The latter called his brother to confirm it. To forclose any suspicion, the scheming Benjamin and his white men invited a few other youths, who were executives of the Nkari Youth, one Solomon Udoette, two others from other villages in Nkari and also the last of the Akpabio brothers, Emmanuel.


The next day March 25, the invited youth leaders left for the meeting not knowing they were on their way to their death. Joseph the host of the meeting bought drinks and prepared snacks for the coming visitors. He went the extra mile by asking his wife to buy petrol so that they could put on light and fan while the meeting lasted. The white men and their escort, Benjamin, called Joseph Akpabio to be sure he was there. They also confirmed whether his elder brother Charles, who lived in Calabar would make the meeting and the still-unsuspecting Joseph told them he was on his way.


Before long they were all assembled in Joseph’s compound. The mysterious white men came in a truck driven by one Toppa, who incidentally was a friend to the younger Akpabio, Joseph. Also in attendance was Benjamin Christopher Akpan.


Shortly into the meeting, the white men called for an interlude so they could hold a brief discussion among themselves outside. Just as they stepped out, the generator went off. The host’s wife who went out to check the cause of the power outage was confronted by about 20 policemen who all wore black T-shirts. She witnessed the final betrayal as the white men shook hands with the leader of the squad, a certain Noel Nduka before they departed.


Then the nightmare unveiled. The policemen rushed into the house rounded up those inside, handcuffed them and herded them into their trucks. Thereafter, the true intention of the meeting began to unfold as Benjamin Christopher Otu who was also handcuffed had his own handcuffs released and he suddenly began to discuss freely with the police. The police wasted no time in showing that they meant business: they shot all the six young men in their knees. Then the bizarre happening began to take the shape of a vendetta, as the Judas, Benjamin, replied that they should “go and shine in the grave”, when questioned by his friend Joseph about what crime they had committed to deserve such a treatment.  With the traitor acting as their guide, the police drove their victims to their village allegedly to find the father of Emmanuel, Charles and Joseph with the intention to kill him also.


When the death squad got to the village, they gave their traitor guide a mask to cover his face so as to hide his identity. Back to the very compound where the meeting was held the previous day, the policemen stormed the house searching for Chief Essien. However, their quarry was not at home. As they ransacked the whole house, breaking down locked doors, the masked accomplice (Benjamin) led them on with sign language, directing them to pressurize the Akpabio’s mother, madam Atim to produce her husband. When that failed, they dragged out two of their victims Charles (whose broken legs had been tied wit rafia ropes) and Joseph and dumped them by plantain trees. The two elderly women, one, their 72-year-old  mother, the other their uncle’s wife, aged 82 years cried, begged the policemen to set them free and to tell them what their crimes were. At that point Joseph did manage to tell his mother that Benjamin had set them up using the dam project.  The two boys were shot before the very eyes of their mother and their uncle’s wife while their other brother, Emmanuel, and the other three young men were taken away.


Later, Benjamin confided in one Peter Ekpenyong Inuaeyen that the four boys who were not killed were being detained at the State Police headquarters, Ikot Akpan Abia. He also gave out some phone numbers which include that of Noel Nduka, the SSS officer who allegedly shot the brothers.
When a call was put through to him, Nduka allegedly confirmed that he killed the three brothers, claiming that they were terrorists. According to reports, when asked about whom they had terrorized, the SSS operatives was alleged to have claim that he has the right to kill anybody he is asked to kill.


How the other captives met their end gave a picture of a mindless cruelty. By the next day, March 26, the remaining four young men who were still alive—Emmanuel Akpabio, Solomon Udoette and two others – were driven to Obot Akara and then shot at the boundary of Nto Edino and Obot Akara at about 1a.m. of March 27, 2012. Benjamin, the Judas, again called his confidant, Peter Ekpenyong Inuaeyen and told him that “all are gone”.


Noel Nduka, later told a local newspaper that the police team encountered some robbers who operated between Abia State and Akwa Ibom and had killed all four of them.


Meanwhile, two weeks before the tragedy, Benjamin, the deceiver, came with his accomplice, Toppa, and told the late Joseph of how the youths of the land were vandalizing the property and equipment for the dam. Benjamin insisted that since Joseph is the youth president he should call Charles to accompany him to go and pick some of those things for safety. Charles later told his wife that Benjamin did a strange thing by filming them with his camera phone while they were doing that. Today, the police are using what Benjamin recorded as their evidence to the fact that the boys have been stealing from the dam.


Killed and abandoned by the road, efforts made by the family of Chief Essien Akpabio to have the corpses of the murdered young men buried decently has been futile. A lawyer, who went to see the DPO of Obot Akara, was sent back empty-handed by the recalcitrant police boss.


At the moment, it is alleged that Noel Nduka is still insisting that he must kill Lady Apostle Helen Ukpabio whom he claimed has been aiding the kidnappers. He has also sent threat messages and calls to the only brother of the deceased, Henry Akpabio who is resident in UK. He is alleged to have boasted that “they” are commissioned to eliminate him and the entire family of Chief Essien Ukpabio.


In a brief phone chat with Sunday Express, grief-stricken Helen Ukpabio, said all her family wants now is justice and the recovery of the corpse of her remaining brother. “My life is in danger, but I’m not deterred, my family and I will follow this wicked case of injustice till we get justice. You cannot kill my innocent and defenseless brothers and expect me to keep quiet because you are working for the government.”

District Head Son, Killed By Boko Haram

Suspected Boko Haram members have killed a District Head of Dusuma Ward of Jere Local Government Area of Borno State, Kazalla Ali, and his son.
It was learnt that the sect members numbering about three on Monday night, stormed Ali’s residence around 8 p.m. in Dalwa village, Konduga local government area of the state, where they allegedly killed him and his son.

Ali, who was newly turbaned as a district head was reportedly gunned down in the presence of his family members, who stormed his home.

Ali’s 30-year-old son, was said to have incurred the wrath of the sect’s members, when he attempted to grab one of the assailants.
A source in the state Emirate Council, confirmed the killing of the district head and his son to journalists, stating that the victims died on the spot due to excessive bleeding from gunshots wound.
In another incident, a prominent Maiduguri-based car dealer, Alhaji Ibrahim Magaji, was Tuesday morning shot dead.
The deceased, who was the Chairman of Magaji motors, was reportedly shot dead by two gunmen in his office in Gwange area.
Eyewitnesses told journalists that the assailants had stormed Magaji’s office and shot him three times before they fled the scene.
Spokesman of the Joint Task Force (JTF), Lt- Col. Sagir Musa, told journalists that he was yet to get the report of the two incidents.

Health:- Minister of Health, Prof. Onyebuchi Chukwu Says 15m Nigerians Suffer from Asthma, Tuberculosis

Aside from Malaria and the dreaded Acquired Immune Deficiency Syndrome (AIDS), which are frequent killer diseases, medical experts have warned that there are other dreaded diseases, which have afflicted as many as 15 million Nigerians. The ailments are asthma, tuberculosis and other chest-related diseases.
The red flag was raised in a communiqué by the Nigerian Thoracic Society (NTS) at the weekend when it rounded off its annual general meeting in Ilorin, the Kwara State capital.
The diseases, according to experts, have managed to afflict many Nigerians because of poor awareness of its causes and how they can be prevented. Apart from Tuberculosis, not many people tend to attach that much importance to Asthma, which experts say, is also a major killer.
A
dditionally, it does not easily knock down or demobilise its sufferer, so the tendency to carry on with routine activities among sufferers is high.
The NTS’s president, Professor Gregory Erhabo, who read out the communiqué, attributed the high number of Nigerians suffering from asthma and other chest-related diseases to lack of preventive measures and the lukewarm attitude of some people.
He described asthma, which is essentially caused by cold, or exposure of the chest region to cold, as a chronic disease, which has claimed the lives of several eminent and lowly or ordinary Nigerians. He called for the establishment of thoracic health centres in each of the geopolitical zones in the country to cater for the cure and prevention of asthma and other chest-related ailments.
The body noted that with such centres across Nigeria, fatalities resulting from the diseases would drastically drop. Erhabo further charged the three tiers of government to set aside funds for the prevention and care of chest related ailments in the country.
Besides the establishment of the specialist centres in the six geopolitical zones, the NTS also made a strong case for the recruitment of more experts in chest-related ailments who will be in charge of prevention and cure of the diseases, stressing that preventing the disease was not as expensive as treating it.
Ministries of Health at various tiers of government will also do well to undertake mass campaigns on the causes, preventive measures and therapy options for the ailments, he said. He disclosed that the society is collaborating with the American thoracic society and Africa thoracic society to eliminate tuberculosis, asthma and other chest-related problems.
Meanwhile, in order to forestall the crushing effect of meningitis, another killer disease, the Sokoto State Government is determined to immunise as many as three million people in the state. The targeted number will be attended to during the ongoing immunisation exercise meant to inoculate the citizenry against cerebral-spinal meningitis (CSM) in the state.
The Special Adviser to the governor, State Primary Health Care Development Agency, Malam Ibrahim Jibril, made this known to journalists in Sokoto at the weekend. According to him, the state government has earmarked about N1 billion for the successful conduct of the vaccination against the disease.  Cerebral-spinal meningitis (CSM) remains prevalent ailment in parts of the Northern states of Nigeria.
Jibril explained that the exercise was jointly being carried out between the federal, states and local government councils as well as development partners. He said only those between the ages of one and 29 years would be vaccinated, adding that the vaccination exercise is free and would last for 10 days. He expressed optimism that the target population would be covered during the period.
In contrast to past vaccines, the special adviser noted that the current vaccines had been improved upon, adding that each would be administered on one person only.
Mass education on the importance, relevance and essence of the immunisation exercise had to be embarked upon by the state government because of past experience, where some community leaders had dissuaded their subjects from taking inoculation under the false claim that the immunisation was meant to sterilise them.
In the light of this, the special adviser explained that over 126 religious leaders had been mobilised, so they can in turn encourage their followers to take part in the immunisation if they are within the target age bracket. He called on the people to avail themselves of the opportunity to get vaccinated against meningitis.

Aviation Minister "Stella Oduah" on over $500m Foreign Loan

The Minister of Aviation, Princess Stella Oduah, whose ministry is seeking a $500 million external loan to develop four airports Tuesday appeared before the House of Representatives Committee on Debts, Aids and Loans to defend the proposal, which is contained under the Medium Term External Borrowing Plan of 2012 to 2014.
The proposed loan is to be sourced from the China Export Import Bank. The loan, according to government, will be used  for the upgrade of four international airports located in Lagos, Abuja, Kano and Port Harcourt.
Chairman of the House Committee on Debts, Aids and Loans, Hon. Adeyinka Ajayi, said the committee was interested in knowing if the loan complied with the Fiscal Responsibility Act.
Ajayi also demanded to know how much of the total loan would be spent on each of the four airports as well as to ascertain if Environmental Impact Assessment had been carried out preparatory to the execution of the projects.
According to the minister, the facility is a concessional loan that will last for 25 years. It has a ten-year moratorium and will be given at 2.5 per cent interest rate.
She said the loan had become imperative because of the need to construct new international terminals at the four airports to make their facilities conform to international standards.
She explained that airports across the world are no longer places used merely for parking of airplanes but a business hub with a cluster of business activities.
The lawmakers said while they were not opposed to the loan in principle, they were concerned about the use of some local contractors whom they accused of doing shoddy jobs at some of the airports.

President Goodluck Jonathan Tuesday reached out to the United States to assist Nigeria in tackling the spate of insurgency occasioned by the Boko Haram sect, and other security breaches bedevilling the nation.
Jonathan, who hosted the Commander of the United States’ Africa Command (USAFRICOM), General Carter Ham, at the State House, enumerated various security challenges facing the country and urged the US to come to the aid of his administration.
The problems he listed were: Boko Haram, policing the nation’s extensive maritime borders, crude oil theft and kidnapping.
A statement by the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, quoted Jonathan as expressing concern over terrorism in Nigeria caused by the activities of the Islamic sect.
“The president said Nigeria was facing various security challenges such as Boko Haram, policing the nation’s extensive maritime borders, crude oil theft and kidnapping, and called on the US to support the government’s efforts to find lasting solutions to these problems.
“President Jonathan also briefed Gen. Ham on his visit to Mali and the efforts by Economic Community of West African States (ECOWAS) to resolve the conflict in that country, adding that the situation could still be contained if the right steps are taken quickly,” the statement said.
Jonathan’s overture to Ham for US’ assistance to combat insecurity in Nigeria is coming on the heels of a similar plea to the US Secretary of State, Hillary Clinton, who visited Nigeria in August.
During the visit, the US had offered to assist Nigeria to monitor the movement of goods, particularly weapons and explosive devices smuggled to the Islamic sect through Nigerian and Camerounian borders.
The president also expressed his government’s appreciation to the US for its commitment to ensuring a safer and secured world and commended it for its role in global peace and security.
He congratulated President Barrack Obama on his re-election, and commended the smooth conduct of US elections.
Responding, Ham said he seized the opportunity of his visit to hold talks with heads of Nigeria’s security agencies on ways to strengthen the partnership between Nigerian and American forces.
He said the US was ready to cooperate with Nigeria in areas such as maritime security, communications, development of civil-military capabilities and resolving the conflict in Mali.
The USAFRICOM Commander, however, expressed concern over the increasing connectivity and collaboration between the network of Al-Qaeda affiliates and adherents in Africa, including the Boko Haram sect.
Making this known when he visited the Nigerian Defence College in Abuja, Ham said since the Al-Qaeda core had been significantly weakened, the group has simply mutated into various affiliate organisations, especially in the Middle East and Africa that are increasingly coordinating resources and intelligence to carry out their terrorist acts.
He noted that the Al-Qaeda networks and affiliate, including Boko Haram, are changing in ways that increase threats to individual African states and regional stability, as well as to the US and International security interests.
He said: “What is particularly worrisome to me is the increasing linkage between various elements of the network, which significantly increases the ability of violent extremist organisations to threaten regional security and broader African and US security interests.
“Violent extremist organisations such as Boko Haram are not only increasing their connectivity with each other, but are also increasingly collaborating with criminal networks and taking advantage of the same security vulnerabilities exploited by criminal organisations to advance their capabilities and goals.”
The USAFRICOM Commander stressed that military might alone would not solve terrorist activities, adding that it would required an overarching and comprehensive strategy to tackle the security challenge.
“Although security forces have a prominent role in addressing Boko Haram issue, an effective and, lasting solution will require a broad based strategy that addresses underlying social and economic issues and uses judicial tools to prosecute the perpetrators of violence,” he said
Ham commended Nigeria’s peace keeping efforts in Mali and listed other areas of shared interests and challenges to include counter- terrorism, peacekeeping, maritime and border security.
He disclosed that one of the success stories of the cooperation, especially through the USAFRICOM arrangement, was the recent arrest of four people and seizure of over $9 million illicit cash at the Murtala Mohammed International Airport, Lagos by a joint team of Nigeria and US security personnel.
“In an example of US-Nigeria cooperation in this area, the US military and law enforcement agencies recently conducted a joint operation with a Nigerian law enforcement team at the Murtala Mohammed International Airport, Lagos, that led to the arrest of four individuals and the seizure of over $9 million in illicit cash,” he said.

In line with the requirements of the Central Bank of Nigeria (CBN) that any commercial banking group that wishes to keep its non-banking subsidiaries should adopt holding company structure, the shares of First Bank of Nigeria Plc and Stanbic IBTC Bank Plc have been delisted from the Daily Official List (DOL) of the Nigerian Stock Exchange (NSE), while their respective holding companies – FBN Holdings Plc and Stanbic IBTC Holdings Plc have been listed.

The listing means the two banks now have new share structure with many of their shareholders not knowing what impact the listing had on their holdings.

A breakdown of the transactions as they affect the shareholders of the former banking groups revealed different ramifications for their shareholders.

For instance, Stanbic IBTC Holding Plc provides for the cancellation of four out of every five shares held by the bank’s shareholders, with each bank shareholder receiving 50 kobo for each cancelled share, being at par value of such holdings.

THISDAY findings showed that each of the bank’s shareholders were left with one ordinary share in the bank for every five (1:5) previously owned. Accordingly, the share capital of the bank was reduced by a total of N7,500,000,000. The shares of Stanbic IBTC Holdings Plc were listed at N13.03 per share.

Stanbic IBTC Holding in a statement said a payment of 50 kobo will be given on the cancelled units.
However, the FBN Holding Company structure does not change the rights and ownership of existing shareholders of First Bank of Nigeria Plc.

THISDAY checks showed that existing shareholder’s shareholding has been migrated to FBN Holdings Plc in exchange for receiving ordinary shares in FBN Holdings equal to the number of shares they held in First Bank immediately before the effectiveness of the restructuring. This means that one share of FBN HoldCo for one share of FBN previously owned.

All the fully paid shares of First Bank were transferred to the newly listed FBN Holdings Plc, leading to the listing of 32.63billion ordinary shares on behalf of FBN Holdings Plc on the floors of the NSE. FBN Holdings shares were listed at a price of N15.05 per share.

The restructuring means that former shareholders of First Bank retained the same number of shares in the new FBN Holdings Plc. FBN Holdings Plc has four direct subsidiaries with nine indirect subsidiaries.

Mali's Prime Minister Abruptly Resigns After Arrest

Mali's prime minister abruptly resigned Tuesday on state television, a day after he was arrested by a group of soldiers loyal to a former coup leader.
The development is another blow to the stability of a country once hailed as a model of democracy in Africa, but one derailed by a coup and an uprising of Islamist militants.
Cheick Modibo Diarra, a former NASA engineer, who holds U.S. citizenship, was set to fly to Paris for medical care Monday, when he received notice that his bags had been removed from the plane, said a close aide, who did not want to be named.
Diarra decided to stay home, where three pick-up trucks with armed soldiers pulled up at 11:00 p.m. and took him away to military headquarters in Kati, five miles north of the capital Bamako, the official said. There he met with former coup leader Capitaine Amadou Sanogo.

Armed soldiers brought the former prime minister to broadcaster ORTM around 1 a.m., said TV technician Adama Haidara. "Mr. Diarra looked tired, worn out," he said.
The soldiers gave him a statement to read.
"I cannot say if he was forced," Haidara said. "He looked unharmed."
In his televised appearance on the military controlled broadcaster, Diarra did not offer a reason for his resignation, except for a vague statement that he solemnly delivered.
"Our country Mali is going through the most difficult period in its history," he said. "During this time of crisis, the men and women of this country -- uncertain of what is going to happen to their country -- find themselves in an unfortunate situation.
"That's why I, Cheikh Modibo Diarra, have resigned with all my government, on this day, Tuesday, 11 of December of 2012."
Diarra's whereabouts are yet unknown, but his aide believes he is still in Bamako.
"He was not injured when the military arrested him last night," he said, "but he has not come into his office today."
"The arrest was made by a small force loyal to Sanogo," said army spokesperson Colonel Idrissa Traore. "The majority of the military officers in Bamako were not informed about the arrest of Mr. Diarra, and no one knows what will happen now," he said.
Mali held its first democratic elections in 1992 after decades of military rule, and had a strong democracy for the most part.
That was until March, when a group of soldiers toppled the government, which it accused of not providing adequate equipment to battle ethnic Tuareg rebels roaming the vast desert in the north.
The president disappeared from sight.
The Tuareg rebels took advantage of the power vacuum and seized parts of the north. They have always wanted independence, and have staged several rebellions since the 1960s.
After Libyan leader Moammar Gadhafi was killed and Libya plunged into chaos, Tuaregs, who had fought by his side, took weapons to Mali to ramp up their conquest.
A power struggle erupted between the Tuaregs and local al Qaeda-linked radicals -- including Ansar Dine -- who prevailed and seized control of two-thirds of northern Mali, an area the size of France.
The international community is also worried that al Qaeda's north African wing is expanding into Mali.
U.S. officials have said that the wing, the al Qaeda in the Islamic Maghreb, is linked to the deadly Benghazi attack that killed the U.S. ambassador to Libya and three others.
Tuareg rebels have retreated from the well-armed militants, but have vowed to fight back and establish their own country in the north, which they call Azawad.
And as the world seeks a solution, the Islamist militants are busy applying their strict interpretation of sharia law, including the banning of music, smoking, drinking and watching sports on television.
They also publicly stoned a couple to death in July for reportedly having an affair.
Public executions, amputations, floggings and other inhuman punishments are becoming common, the United Nations says.
At least four times this year, the militants have destroyed Timbuktu's historic tombs and shrines, claiming the relics are idolatrous. The picturesque city was once an important destination for Islamic scholars for its ancient and prominent burial sites and is a UNESCO World Heritage Site.
West African states and international leaders say a rapid military intervention is essential to solving the security crisis.
When soldiers seized the capital, the regional and international powers put pressure on them to restore democratic rule.
Sanogo conceded and transferred power to interim President Dioncounda Traore, who was appointed by the Economic Community of West African States (ECOWAS). Traore appointed Diarra interim prime minister.
Traore fled to a Paris hotel after being beaten unconscious in a May 21 attack that occurred in the presidential palace.
Prime Minister Diarra took over the country's leadership until Traore returned.

(CNN) -- Early next year, British legislators will introduce a measure allowing gay marriage in England and Wales.
Maria Miller, the Minister for Women and Equalities, issued a statement Tuesday announcing the plans.
She added that the proposed legislation aims to "create watertight protections for religious organizations" that don't want to conduct same-sex marriages. Those groups wouldn't be forced to perform same-sex marriages by law; they would have a choice to "opt in."
In addition, the Church of England and "the Church in Wales" would be prohibited from performing such marriages unless the churches' governing bodies change canon law, which currently prohibits it, the ministry said in a news release.

"Marriage is one of the most important institutions we have in this country," Miller said in the release. "It binds us together, brings long-term commitment and stability, and makes society stronger. Our proposals mean that marriage would be available to everyone.
"I feel strongly that, if a couple wish to show their love and commitment to each other, the state should not stand in their way," she continued. "These changes will strengthen marriage in our society and ensure that it remains a modern and vibrant tradition. And we are also building a fairer society for all."
Miller said the legislation would allow same-sex couples to get married in civil ceremonies and would guard against anyone in England or Wales, or within Europe, challenging the law in court.
European law protects religious freedom under Article 9 of the European Convention on Human Rights.
Elsewhere in Great Britain, the Scottish Parliament is moving toward its own legislation on same-sex marriage while the Northern Ireland Assembly rejected a measure on the issue in October.
